asked the Secretary of State for War, Whether he will endeavour to obtain the consent of Colonel Hope to the immediate publication of the strictures on the Ordnance Department, submitted by him to the Secretary of State?

Colonel Hope needs no invitation from me to publish his strictures on the Ordnance Department. So far as I am concerned he is quite at liberty to publish them.
