asked the Under Secretary of State for Foreign Affairs, in regard to the new Convention with Spain, and especially to the third of the points in the attached explanatory Letter, Whether there is implied in the Convention any obligation on the part of British Colonies to modify their wine duties in accordance with Article II. of the Convention, before they can enjoy most-favoured-nation treatment under the Convention; or, whether the conditional modification of the duties on wine is absolutely confined to the tariff in force in the United Kingdom?

The new Commercial Convention with Spain imposes no obligation upon the Colonies to modify their Wine Duties. The proposed modification of the alcoholic scale applies to the United Kingdom alone.
