asked Mr. Chancellor of the Exchequer, If he is prepared to adjust the imposition of the Income Tax, under Schedule (D), so as to take the average rate of Income Tax over a similar number of years as that under which profits on Mines, &c. are levied, as the figure chargeable in any particular year?

The effect of the course suggested would be to apply five years' average instead of three years' average to the assessment of trades and professions. This was considered to be disadvantageous to the trades and professions.
