§ THE FINANCIAL SECRETARY (Mr. HERBERT GLADSTONE) (Leeds, W.)The experience of the War Office is that the allowance made to Cavalry troop officers is, as a rule, sufficient to meet necessary expenditure; but in special cases, where, from peculiar circumstances, it is found inadequate, provision 1640 is made for payment by the public of excess expenditure.
