Mr. SPEAKER acquainted the House that ho had received a Letter from Timothy M. Healy, esquire, returned as a Member for the County of Monaghan (Northern Division), and for the County of Derry (Southern Division), making his election to serve for South Derry; and the said Letter was read as followeth:—
