BALFOUR)It is not the intention of the Government to advise Her Majesty to appoint a Royal Commission to inquire into this matter, no sufficient cause for it having been shown. I would remind the hon. Member that in the Report of the Crofters' Commission, 1884, there was a passage which deals with this matter, and which has been fully kept in view.
