§ THE SECRETARY TO THE TREASURY (Mr. H. H. FOWLER)The 1220 Postmaster General is in active communication with the French Postal Administration as to the proposed Parcels Post between this country and France. Some questions of difficulty have presented themselves, which, however, it is hoped, will be shortly adjusted. In any event, before a Parcel Post Convention can be brought into operation it will have to be submitted to the French Chambers for ratification.
