asked the Under Secretary of State for India, Whether the special powers under which the Secretary of State for India ordered the annexation of Burmah without consulting his Council were those given by section 26, or those given by section 27, of the Government of India Act; and, if he acted under section 26, whether the reasons which he was bound to record for so doing would be laid upon the Table of the House?
