§ THE SECRETARY OF STATE (Mr. MATTHEWS) (Birmingham, East), in reply, said, that the subject was one of very great complexity, and was deserving of inquiry. He could not undertake to issue the Commission suggested last year by the hon. Member for Old-ham (Mr. Hibbert); but he would undertake that in connection with Local Government the whole matter should be fully considered.
