I ask the leave of the House to read this Bill a second time. There is little in it that is contentious, or of a Party character. The principle of the Bill has been agreed to by three successive Governments, and I hope the House will allow it to be read a second time now. [Cries of "Agreed!"] If that is the feeling of the House I shall be willing to sit down.
