§ MR. C. R. SPENCER (Groom-in-Waiting) (Northamptonshire, Mid)At this hour I shall not venture to make any long statement; but the Government is anxious to have this Bill read a second time to-night. The object of the Bill is simply to enable a new and larger site to be acquired by the Post Office authorities 1748 for a Post Office in Birmingham. If the House will allow the Bill to be read a second time we propose to refer it to a Select Committee, where the details can be discussed.

§ Bill read a second time, and committed to a Select Committee:—Committee to consist of Five Members, Three to be nominated by the House and Two by the Committee of Selection.
§ Ordered, That all Petitions against the Bill presented two clear days before the meeting of the Committee be referred to the Committee; that the Petitioners praying to be heard by themselves, their Counsel, or Agents, be heard against the Bill, and Counsel heard in support of the Bill.
§ Ordered, That the Committee have power to send for persons, papers, and records.
