At this hour I shall not venture to make any long statement; but the Government is anxious to have this Bill read a second time to-night. The object of the Bill is simply to enable a new and larger site to be acquired by the Post Office authorities for a Post Office in Birmingham. If the House will allow the Bill to be read a second time we propose to refer it to a Select Committee, where the details can be discussed.

Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. C. E. Spencer.)

Bill read a second time, and committed to a Select Committee:—Committee to consist of Five Members, Three to be nominated by the House and Two by the Committee of Selection.

Ordered, That all Petitions against the Bill presented two clear days before the meeting of the Committee be referred to the Committee; that the Petitioners praying to be heard by themselves, their Counsel, or Agents, be heard against the Bill, and Counsel heard in support of the Bill.

Ordered, That the Committee have power to send for persons, papers, and records.

Ordered, That Three be the quorum.
