I do not propose to go on with the clauses of the Bill at this hour of the night; but if the House goes into Committee, I will immediately move to report Progress. The Bill in its present state is exactly the same as was passed by the House of Lords last year, and was brought down to this House and read a second time. It is exactly in the form of the previous measure.
