MR. GLADSTONENo, Sir; these negotiations have been making progress; but I do not think it would be 1033 possible to convey a clear or satisfactory idea of them by a partial statement. As hon. Members are already aware, they will be put in possession of the whole information before anything is done to commit Parliament.
