asked the Secretary to the Treasury, Whether the Government will, before the Debate on the proposed increase to the Duties on Spirits, lay upon the Table a detailed statement of the calculations on which the estimate of a net produce of £900,000 from the addition is based, or will otherwise inform the House on the subject?

MR. HIBBERT

I believe it is contrary to precedent to give the exact figures on which a Revenue Estimate is framed; but I may repeat that the Estimate of increased yield of the Spirit Duty was arrived at by comparing the revenue derived from the quantity which would have paid the duty at the old rate with that to be received on the reduced quantity expected to be chargeable at the increased rate, due regard being paid to the other circumstances of the present year.
