  1. 1. Resolved, That it is expedient to authorise the Commissioners of Her Majesty's Treasury to issue, out of the Consolidated Fund of the United Kingdom, during the twelve months ending on the thirty-first day of March, one thousand eight hundred and eighty-six, the sum of Four Hundred Thousand Pounds sterling, by way of Loan, to the Government of the Colony of the Cape of Good Hope, with a view to the speedy completion of a Railway from Hope Town on the Orange River to Kimberley in that Colony.
  2. 2. Resolved, That it is expedient to authorise the Commissioners of Her Majesty's Treasury to raise the sums required for the said Loan by means of Exchequer Bonds, Exchequer Bills, or Treasury Bills, in the manner provided by the various Acts relating to the raising of Money by such Bonds or Bills.
