§ SIR CHARLES W. DILKEI am sorry I cannot give the information for which the hon. Baronet asks. I can only say that the draft scheme of the Government was greatly changed at the meetings which took place. I should not feel justified in stating the form in which the scheme was first placed before the conference of the Leaders.
