§ MR. EVELYN ASHLEYSir, the only information on the point that we have received from Sir Henry Bulwer relates to the state of distress in the Reserve Territory, mainly owing to the influx of refugees from Zululand proper. Instructions were given to the Sub-Commissioner in the district, to provide for a distribution of mealies to those who, on inquiry, might be found to be in need of relief.
