MR. HEALY

said, he understood that no Amendment had been proposed or made in the Bill; and he wished to ask, as a point of Order, whether there was really any stage of the Bill before the House? As there had been no Amendment to the Bill, in his judgment the heading given to it in the Orders of the Day was inaccurate, and the Bill could not come before the House under the stage of a Bill to be considered, as amended.

MR. SPEAKER

The stage has not been abolished, although there has been no Amendment to the Bill.
