§ LORD EDMOND FITZMAURICE(who replied) said: Extracts from the Earl of Northbrook's Report explaining the proposals made by Her Majesty's Government to the Powers regarding the finances of Egypt will be laid before Parliament. The Papers relating to the financial proposals will be laid as soon as the negotiations are concluded, and in full time for any discussion which may take place in Parliament.
