§ Order for Second Reading read.
§ Motion made, and Question proposed, "That the Bill be now read a second time."—(Sir Charles Forster.)
45§ MR. ARTHUR O'CONNORsaid, the Bill had already been discussed in the House, and a decision arrived at, not to dispense with the Standing Orders, which virtually amounted to the rejection of the second reading of the Bill. He, therefore, objected to the present Motion.
§ Second Reading deferred until To-morrow.
