§ MR. ARTHUR O'CONNORsaid, he wished to know what was meant by the title of this Bill? There was a reference in the title to "India and the Colonies;" but there was no allusion whatever to India in the body of the Bill itself, which was unlimited in its scope.
§ SIR FARRER HERSCHELLsaid, the explanation was that it was only in India and the Colonies that evidence could be taken by Commission.
