TALBOTasked Mr. Chancellor of the Exchequer, Whether, considering the great importance of securing an efficient system of National Education, at at the same time of pre- 1054 venting as far as possible an undue pressure upon the ratepayers, Her Majesty's Government will recommend the appointment of a Royal Commission to inquire into the working of the Elementary Education Acts, with a view to consider whether any and what improvements can be suggested?

Friend that it is of great importance to secure an efficient system of national education, and as far as possible to prevent pressure on the ratepayers. I hope we shall be able to do something to effect both those objects without a Royal Commission.
