§ THE CHANCELLOR OF THE EXCHEQUERI am afraid that I cannot state the exact date upon which the Royal Commission will be issued; but I think I can undertake that the terms of the Commission and the names of the Commissioners shall be communicated to the House before the close of the Session. In reply to the hon. Member for Great Grimsby (Mr. Heneage), I may say that there is no doubt as to the great im- 420 portance of the subject to which he refers, and we shall consider how far we can include matters connected with it in the scope of the Commissioners' inquiry.
