THE UNDER SECRETARYThe Papers are in course of preparation for Parliament; but they are voluminous, and it is not expected that they can be laid on the Table for a fortnight. The House will have an opportunity of passing a judgment on the proposed Convention before any further step is taken. No agreement has yet been arrived at as to its terms.
