THE CHIEF SECRETARYThis is a very serious Question, and requires careful consideration. I am not in a position to give any undertaking in respect to it. I should, perhaps, observe that the Roman Catholic Bishops in their letter, which is now before the House, point to increased payment in the shape of results fees as the proper method of augmenting the teachers' salaries.
