§ MR. SAMPSON LLOYDsaid, he hoped the House would allow the Bill to be read a second time. By existing Act a of Parliament permissive power 1941 was given to the owners of certain lands to redeem tithes. The object of this Bill was to extend the permissive power to redeem tithes to all those lands which were excluded from the operation of the existing Acts. The thing was purely permissive in its character; and if it was right to give the privilege of redeeming tithes to one person, there was no reason, he submitted, why it should not be given to another person. He begged to move that the Bill be read a second time.
