said, he wished to put a Question to Mr. Speaker on a point of Order. The right hon. Gentleman the Chief Secretary to the Lord Lieutenant of Ireland (Mr. Campbell-Banner-man) had put on the Paper a Notice of his intention to move for leave to bring in a Bill dealing with Ireland; and he (Mr. Sexton) wished to ask, whether it was not competent for some other Member of the Government, in the absence of the right hon. Gentleman, to move for leave in his behalf?
