THE SECRETARY OF STATE (Colonel STANLEY),in reply, said, he was not in a position to make any definite statement. The proceedings which had taken place between Her Majesty's Government and the Colonial authorities in respect of Now Guinea had been somewhat interrupted by the change of Government. The various arrangements were not yet concluded.
