asked the Secretary of State for the Home Department, When the Secretary for Scotland Bill is to be introduced in one or other House of Parliament; and, if he will try so to arrange that the administrative part of the Bill (regarding which there is a pretty general agreement) shall not be endangered by the difference of opinion on the education question, but that the latter shall be decided on its merits one way or other, and the Bill proceeded with?
