§ MR. SEXTONThis is a most objectionable and surprising Motion. The right hon. Gentleman in charge of the matter is not here, and he is perfectly aware that the subject is one of contention and of difference of opinion in the House. I respectfully ask the noble Lord whether it is necessary to go on with the matter now?
§ LORD RICHARD GROSVENORThe hon. Member made no objection, otherwise I should not have proposed to 607 go on with the Motion. The Motion is merely a formal one.

§ MR. WARTONthought the Motion was in rather a peculiar form. There was nothing to show from the Notice given that the Committee was now composed of 21 Members. They could only guess or assume that it was.
