asked the Under Secretary of State for Foreign Affairs, When, and in what form, the communications between Her Majesty's Government and the Porte, relating to the signature of the recent Convention concerning Egyptian finance, will be communicated to Parliament?

As I have already stated, it is not intended to lay the Papers on the Table relating to the confidential communications which passed between Her Majesty's Government and the Porte prior to the signature of the Convention. But the Declaration of the 17th and the Convention of the 18th will be laid on the Table with the signature of the Turkish Ambassador attached, as soon as the ratifications have been exchanged, and two separate declarations made by the Ambassador on signature will be laid on the Table at once.
