MR. BIGGAR

asked the Secretary of State for War, Whether it is the fact that the Senior Major of the 19th Hussars has been lately passed over in promotion to the rank of Lieutenant Colonel by a junior officer of the same regiment; whether the Major thus superseded was considered unfit for promotion; and, whether he is now on probation for, or attached to, the Army Pay Department?

A man may make a good paymaster who could not command a Cavalry regiment; and it is a fact that an officer considered ineligible for the command of his regiment is now a paymaster on probation. His confirmation in the Army Pay Department will depend on the manner in which he passes through his probation, and on the examination held at its conclusion.
