I wish to put a Question to you, Sir, in order to obtain your decision upon a point of Order. I see that the hon. Member for Preston (Mr. Tomlinson) has placed upon the Paper an Instruction to the Committee on the Representation of the People Bill, the object of which is to provide for the extension and rectification of boundaries. You are aware, Sir, that we discussed that question for two nights last week; and I wish to know whether, having already decided the point, it is competent for the hon. Gentleman to raise it again to-night?

It would have been in Order for the hon. Gentleman to have moved the Instruction—which I understand he does not intend to do; but of that I have not been officially informed. It would be perfectly in Order to move an Instruction to the Committee to do what it would otherwise not be able to do.
