§ MR. TREVELYANI cannot at present add anything to what I stated in reply to a Question asked by the hon. Member on the same subject at the beginning of the present month—namely, that the Estimates before the House do not admit of such an arrangement in the present year. And while I have a pretty fair knowledge of the opinions of the parties concerned, I do not see any reason for corning to a definite conclusion until nearer the time for concluding the next Estimates.
