M'COANsaid, with reference to the statement he had made on this subject, his authority was, in the first instance, The Kölnische Zeitung, which he need hardly say was a German paper, 1319 and that of a person of very high authority on the subject of Egyptian affairs. In place of the courbash Mr. Clifford Lloyd had introduced a whip "perfectioné et chargé de plomb."
