I desire, Mr. Speaker, to say a word by way of personal explanation. In a Question which I asked yesterday, I imputed to the Prime Minister that he gave an assurance to the House that the functions of the Conference will be limited to the financial question. On referring to the actual words of the right hon. Gentleman, I find he said that the "invitations" to the Conference would be limited to that question. The distinction is an important one, and I can only say that I am sorry I attributed to the right hon. Gentleman words which he did not use.

I am obliged to my hon. Friend for his courtesy in making the correction. As I said yesterday, however, I think it best not to go into the matter now. On an early day I shall hope to have an opportunity of stating more exactly the position of affairs when we come to discuss the Notice which has already been given.
