MR. WHITLEY

said, he did not oppose the Bill; but he wished for some explanation from the Lord Advocate as to the last clause, which, as it seemed to him, excluded Members of Parliament from the operation of the Bill.

THE LORD ADVOCATE (Mr. J. B. BALFOUR)

said, the object of the Bill was very well stated in the Memorandum which accompanied it; and there did not appear to him to be any objection to the objects of the Bill, or to the manner in which it was to be carried out.
