asked the Lord Advocate, When he intends to take the Second Reading of the Burgh Police and Health (Scotland) Bill?

My hon. Friend will have observed that this Bill has been placed on the Paper on Government nights for the second reading; and we had hoped that the second reading might have been obtained. The Bill, however, has been blocked; but if the hon. Member who has blocked it will remove his block, I have no doubt the Bill might be read a second time after a short discussion. Our proposal is to ask that the Bill should be referred to a large Select Committee, and I do not think the clauses will occupy much time.
