asked the Secretary of State for the Home Department, Whether he can now state what place on the East Coast of Scotland has been selected for the construction of a harbour of refuge by means of convict labour; and, whether, and, if so, when, the Report of, and Minutes of Evidence taken by, the Sub-Committee of the Committee on Convict Labour, which visited the East Coast of Scotland last autumn, will be presented to the House?

In reply to my hon. Friend, I have to state that no place has yet been selected, the Report of the Sub-Committee not yet having been laid before the Home Secretary. My right hon. and learned Friend, however, hopes to have that Report laid before him in the course of a few days, and to be in a position to place it on the Table of the House.
