§ SIR WILLIAM HARCOURTIn concert with my right hon. and learned Friend the Member for Denbighshire (Mr. Osborne Morgan), I have considered this matter carefully, and have endeavoured to frame a measure. It is not the case, as the Question seems to imply, that I promised to introduce a Bill. I do not think I gave any pledge of that character. But if we are able to do so 1327 we shall be very glad; but my hon. Friend knows the difficulties we have to contend with in the matter.
