asked the Under Secretary of State for the Colonies. Whether the Report of the Commission has been received which (as he stated in the House on the 27th February 1883) the Administrator at Hong Kong appointed to inquire into all the circumstances of the smuggling of opium and other goods from Hong Kong to the mainland of China; and, whether he has any objection to present it to the House?
