§ LORD EDMOND FITZMAURICENo agreement was entered into by Lord Salisbury with the Japanese Government respecting the importation of medicinal opium into Japan. Mr. Hartley's complaints against the Japanese Government were examined at the time by Her Majesty's Minister in Japan, and by the late and the present Government, and were not considered such as to justify diplomatic intervention. Her Majesty's Government are not prepared to incur the expense of printing and laying the voluminous Correspondence on the subject, being of opinion that it would serve no useful purpose.
