I beg to give Notice that on the Second Reading of the Representation of the People Bill I shall move as an Amendment— That this House declines to proceed further with a measure having for its object the addition of 2,000,000 voters to the electoral body of the United Kingdom until it has before it the entire scheme contemplated by the Government for the amendment of the representation of the people.
