THE MARQUESS OF HARTINGTON, in reply, said, that the recommendation referred to in the Question was one of a great many contained in the Report of Lord Morley's Committee, and he hoped in introducing the Army Estimates to be able to make a general statement with regard to the Report of that Com- 350 mittee; and he, therefore, thought it would be more convenient to defer any statement until then.
