§ LORD EDMOND FITZMAURICEA proposal has been made to the Venezuelan Government with a view to settling certain points in dispute which have arisen out of the terms of the existing Commercial Treaty. The questions involved are matters of detail, and it is not intended to submit the arrangement for previous consideration to Parliament.
