MR. WAUGH

asked the honourable Member for Hertfordshire (Mr. Halsey), Whether, considering that the Copyhold Enfranchisement Bill has been read a second time twice in this Parliament, and has been referred to and passed a Select Committee of this House, with the general approval of the Members of that Committee, he means to persevere in blocking the Bill, and preventing any discussion upon it as amended?

MR. HALSEY

, in reply, said, he regretted exceedingly that he was unable to withdraw his opposition to the Bill, which he considered was a measure far too important to be proceeded with without fuller and more careful discussion than it could possibly receive after half-past 12 o'clock.

MR. WAUGH

gave Notice that he would move an Amendment in the half-past 12 o'clock Eule, with a view to except from its operation Bills which had passed a Select Committee.
