§ MR. TREVELYANThe Government, I regret to say, cannot at present increase the number of Industrial Schools. I shall be obliged to give the same answer in a great many cases, I will not say more deserving, but, in some cases at least, as fully deserving. I regret that I cannot see any prospect of making an exception in this case.
