§ MR. COURTNEYThe Government have decided to appoint a Commission to inquire into certain matters connected with the Forest of Dean; but I am not at present in a position to say what the exact terms of the Reference will be, nor how the Commission will be composed. I do not intend to ask the House to pro- 683 nounce its judgment on the Dean Forest Bill until the Commission shall have reported.
