§ SIR WILLIAM HARCOURT, in reply, said, the expression "at an early date" was somewhat ambiguous. The intentions of the Government were dependent upon many circumstances, some of which were not yet determined. Therefore he could not answer the Question very definitely; but he would say that the Government were not only willing, but anxious, to deal with the subject.
