§ MR. R. BIDDULPH MARTINsaid, he had a series of verbal Amendments 1958 to propose which were not upon the Paper, the object of which was to make quite clear the date—namely, the 29th of September, 1886—at which the Bill would come into operation.
§ SIR WILLIAM HARCOURTwished to know why it was sought to defer the period for two years?
§ MR. R. BIDDULPH MARTINsaid, it was to carry out an agreement which had been come to, after full discussion, by the parties interested. By postponing the operation of the measure until 1886, the object of the Act of 1870 would be amply met.
